About Forum 90
“Forum 90 for Ratification of the Second Optional Protocol to the International Covenant on Civil and Political Rights Aiming for Abolishment of the Death Penalty” (referred to below as “Forum 90”) is a forum where people who support abolishment of the death penalty can meet and interact, regardless of their reasons for holding this position. We were founded in 1990 by individuals including Edith Hanson, Setouchi Jakucho, Fujii Hideo, Kaga Otohiko, and Okudaira Yasuhiro and groups including Amnesty International (Japan headquarters), the Liaison Conference on Halting Executions, the Association of Lawyers Concerned with Death Penalty Abolishment, and the National Council on Crime and Delinquency, to spread the word to the public and the government about the Second Optional Protocol to the International Covenant on Civil and Political Rights Aiming for Abolishment of the Death Penalty and promote its ratification. Currently we have approximately 5,000 participants who agree with our aims, including approximately 200 lawmakers, 500 lawyers, 400 media industry professionals, and 300 religiously affiliated persons.
The activities of Forum 90, managed by an executive committee consisting of voluntary participants, include fund-raising and organizing symposiums, events, and campaigns for the abolishment of the death penalty, as well as publication of newsletters on an irregular basis.
The goals of Forum 90 are:
(1) Identifying people who support or have in the past supported abolishing the death penalty, regardless of whether they are involved in activism, and offering opportunities for them to interact so as to actualize public opinion on this issue,
(2) Conveying to the public and government that both internationally and domestically, there is impetus in the direction of abolishing the death penalty, and promoting ratification of the Second Optional Protocol to the International Covenant on Civil and Political Rights Aiming for Abolishment of the Death Penalty, and
(3) Broadening interpersonal networks of people who support abolishing the death penalty by having participants meet and get to know one another.
